私たちはガザ地区とイスラエルで計り知れない死と破壊を目撃してきました。数千人が死亡、負傷、避難しており、子供や高齢者を含む約２００人が今も人質となっています。
ガザでは包囲により水、食料、燃料、医療用品、さらには遺体袋さえも不足していると国連は発表し、人々、特に幼い子供たちが間もなく重度の脱水症状で死に始めるだろうと警告しました。近隣地域は破壊され、完全な瓦礫と化しています。安全を求めるパレスチナ人には行くところがありません。イスラエル軍による避難命令を受けてガザ北部から南部に移動した人々の多くは、逃亡しようとしたとき、あるいはガザ南部に到着した直後に爆撃を受けたと伝えられています。
先週の出来事は私たちを人道的大惨事の崖っぷちに導き、世界はもはや行動を待つことができません。それは私たちの連帯責任です。
10月15日日曜日、パレスチナ占領地域の国連人道調整官は、紛争のすべての当事者と影響力を持つ加盟国に対し、人道的停戦に緊急に同意するよう訴えました。
今日、私たちは共に声を上げ、すべての国家元首、国連安全保障理事会、そして現場の関係者に対し、人命の保護を何よりも優先するよう呼びかけます。この停戦期間中、私たちはすべての当事者に対し、無条件で以下のことを呼びかけます：
人道支援者や医療スタッフの安全な移動に加え、ガザへの食料、医薬品、燃料、電力とインターネットの再開を含む人命救助支援の提供を促進する。すべての民間人人質、特に子供と高齢者を解放する。人道支援団のガザ北部の国連施設、学校、病院、保健施設への到着を許可し、施設内の民間人や職員とともにそれらを常に保護することを約束する。イスラエル政府による民間人に対するガザ北部からの退去命令を撤回する。重篤な状態の患者が緊急治療のために避難することを許可する。国連安全保障理事会、国連事務総長、そして影響力を持つすべての世界の指導者は、停戦を確実に発効させるために直ちに行動を起こさなければならない。それが民間人の命のさらなる損失と人道上の大惨事を回避するための唯一の選択肢です。それ以下のものは永遠に私たちの集団的な良心の汚点として残るでしょう。
民間人は交渉材料ではありません。家族には死者を埋葬し追悼する機会が必要です。罪のない民間人に対する暴力の連鎖を止める必要があります。
